James Earl Locklear, 58, of Concord, NC passed away on September 27, 2013 at the Glenn A. Kiser Hospice House. Mr. Locklear was born on March 11, 1955 in Cumberland County, North Carolina to Mr. L.B. Oxendine and the late Polly Hardin Oxendine.

Mr. Locklear is survived by many loving family members.

There are no services scheduled at this time.
